Now for your throttle: You need to determine whether it's in the throttle controller or the throttle cable or linkage on the motor. if you can remove the controller, disconnect the cable and see if the controller is the problem. If it's smooth, then it's probably your cable or linkage on the motor. reconnect the cable and disconnect the other end from the linkage. if it's still seems relatively smooth, check the linkage assembly, other wise it's probibly the cable. See if it can be lubed, but most likely, it will need replacing.
Temp gauge: Check the wiring connections at the gauge, cable harness connectors and sender, corrosion from moisture and/or loosening from vibration are common causes of electrical issue on boats.. You may need to use a DVM to determine if the gauge has a good ground and power. The sender unit should be checked as well.
