See if this solves the problem. The engine picks up cooling water through the out drive. The intake is in the lower unit, there is an internal passage in the drive and at about the midpoint there is a fitting that has a hose connected to it. This fitting can corrode, particularly in saltwater use and you get an air leak. At displacement speed the fitting is submerged so no problem. At planing speed this fitting breaks the surface and now you will have a problem.
Easy way to check without hauling the boat is to connect a clear hose before the pump, test and see if you get air bubbles.
