Default Is there a way to drain the outer hull shell?

I really want everything on the boat to work as new. And even though I have a Simrad nav unit with depth-finder, I would like to get the original Lowrance panel depth-meter to work as well in case I don't want to bother turning on the Simrad and because the alarm is louder with the Lowrance. I have ordered and tested a replacement transducer and it works. Now I have to epoxy glue it down to the outer hull through the hole in the inner hull layer (under the engine) where the original defective transducer lived. My problem is that there is about 1/8" of water in there and I am having trouble getting it all out with just a tiny sponge because it is very hard to reach under the engine. I wondered if it is possible to drill a 1/8" hole below the regular drain plug and drain the 1/2" chamber below. Has anyone done this? I could plug it easily after it has drained (if it works). Thanks guys.

Oh, almost forgot, the boat is not on a trailer but is on a lift. So there is no easy way to raise the bow as it is.

    Since I got no warnings about this, I went ahead with the hole. It worked fine to drain the outer hull cavity. Now I just wait until it is done dripping and make a screw/plug for the hole.

    Plugged the 1/8" hole with a SS screw and some marine sealant. Sanded the patch on the inside of the hull and, glued down the new transducer, and it works fine. I had to settle for a medium width pattern scan transducer instead of the recommended narrow scan type, but it performs perfectly up to 20 ft at least. I didn't bother going deeper. Since I am not a fisherman and don't care what is over 3 feet below the hull, I am good.
