Question Bogged out. Throttle plate loose

I was running great then lost all power.

Finally got the intake open and the throttle plate (intake flap thingy) is completely lose
seems that the throttle only pushes it one way so it just hangs in the wind.

Why is there no spring or tension on it?

1999 v6 mercruiser 4.3 2bbl
When i play with it I can get the boat to idle, but if i let it go the boat bogs out...

Where should the tension be coming from?

    Sounds like the choke plate.
Looks like you got a electric choke setup on that motor. Probably broke the spring in the housing or if your lucky the three mounting screws are loose and let the spring loose tension.

no they're pretty tight. can't even get them off unless i want to strip em. I got it running, but there is def a problem. It goes to WOT to start up and doesn't change much position while running to full throttle. I don't really understand how this electronic thing works. I see no spring anywhere.

Put a screwdriver in the throat to hold the plate open and see how it does.
The spring is on the inside of the side cover.
