I had a similar issue with my '91 1900Z, although mine is fitted with the 4.3L V6, not the big one you've got. My prop is 14.5 x 19p, so your lower pitch and big engine should not only pop you up on plane, but a small army of skiiers as well!
The problem I had was that the carb was badly corroded and needed to be replaced. Sounded from the mechanic like it was years in the making. There was a lot of water in the gasoline, too.* With a rebuilt carb and good gas, now it has no problem planing.
*Apparently, ethanol in today's gasolines can be a big problem in terms of corrosion, water condensation and so forth. If you possibly can, buy ethanol-free gasoline -- it's marked on the pump, but hard to find as many stations are eliminating it. Otherwise, use a fuel additive like Marine Formula Sta-Bil to deal with the issue.
