Chances are that you'll end up sanding that epoxy down to the gelcoat, wet sand and polish. Clean out the scratches out with a diegrinder to do a proper bonding repair. Since it yellowed, I'm thinking it's a general purpose epoxy not marine grade. But you could try warming the epoxy with a hair dryer and using a razorblade scraper to get under it and cut / peel off what you can. You could use a heat gun but be careful you don't overheat the area.
