    Sorry, I meant we were not wearing the jackets. I have to have one of the correct size on board for each person also. Just don't have to have it on while moving ( includes kids under 12yrs)

    Yes, it is state specific. Missouri state water safety law is very clear. Requires one life jacket per person on board and those 7 and under must be wearing it at all time on board. Weight capacity trumps head count capacity.
