If the starter is good, I agree with Steve. Do you by chance have a battery disconnect switch? If you do, did you remove it also and check it for corrosion or bad connections.

    Well, i took the starter off and checked the teeth on the fly wheek AGAIN! all are there without any missing or broken. I put in another starter, replaced new external solenoid on top of the intake manifold, put everything back nice and tight, Charged the battery to full, turn the key and it does the samething.... Starter spin like crazy but nothing move on the pulley/crane shaft.
    I think its time to take it to a Marinia shop and have them take a look.

    If I understand the symptoms correctly (the starter spins but does not engage the gear on the flywheel) is it a possibility that your starter is spinning in reverse. The starter gear would not kick out if the starter is spinning in reverse. This would happen if you had your battery cables reversed on the battery terminals. This is a long shot but it has happened before.
