I would start by checking the advance mechanism in the distributor. Take off the distributor cap and give the rotor a twist, it should move freely and return via the advance springs. If it doesn't... that is most likely your probem and you will have to determine why it isn't free, lack of lubrication, broken spring etc.
Another way to check if the advance is working properly is to get your hands on a timing light with an advance knob. You should be able to look up the advance curve (timing vs. RPM) in a service manual and verify it with the timing light.
