Boatman - On your engine there should be a metal tag that will show your engine's WOT RPM range. I would think 4800 is probably in that range. With a 5 blade prop you will lose some top-end speed. Factor in a 19P and the speed you mentioned seems a little low, but not necessarily too far off. Keep in mind, the speedo on the boat is usually off a little anyway.
With that being said, the advantage to a 5 blade 19P prop would be the hole shot. I would say there is a problem somewhere if it is taking that long to plane.
My first suspect would be the hub in the prop (assuming alpha drive).
This would also probably be the cheapest problem to fix.
If everything checks out mechanically on the boat, you might look into smart tabs. There are a lot of discussions on this site regarding them and people with your size boat seem to have a lot of success with their hole shot.
Maybe ask the PO why the engine and drive were replaced and if this was the type of performance he experienced before the repairs.
