Most likely it's your trim sending unit. Yes, it's the cylindrical, plastic housing on the starboard side of the lower unit.
These are completely non-adjustable or servicable. If it's bad, you'll need a new sending unit, and a trim limit switch (the cylindrical, plastic housing on the port side exactly opposite of the sending unit). It's not cheap. They need to remove the outdrive to run the wires (which is most likely where the water intruded and caused it to act up) up to the bilge area. I just had mine replaced for about $250-$300 if I remember correctly.
