Default Dual battery question

Have dual setup on my 96 Z255 don't know if factory or original owner put in. I have switch that says 1, 2, off and both. Now boat starts fine on 2 then when I switch to 1 it barely turns over and also when I set to both it barely turns over. Now if battery 1 is low would it barely turn over if switch was on both? What can I look for to check if they are set up right? Also what volts should boat be showing while running? Mines bounces between 12 and 13? Thanks for any input

    Update I put my dads boat batteries in which are fully charged and have same problem so any more info would be appreciated

    Clean the grounds and/or replace end connector's.

    Ok before it started to rain yesterday I cleaned the connections at the starter so my next cleaning will be at the duel battery switch. You think I should just change all connections with new while I am at it. Also my marine batteries are only 550 cca so i know a friend who owns a battery store and he's letting my try a couple of 1000 cca batts to see if that helps the problem.
