1994 Z212 5.7L , screwed up this past winter didn't get it winterized fast enough, long story short tore down the motor and put 2 new heads on it for my screw up, never do that again that was work. Except I get it all back together and for some reason I am having a Hard time getting the motor to open up very quickly in the water. I can give it full throttle and it wil start going then after about 10-20 seconds or so it wll open up and run like heck, I also have been having problems it seems with the electric choke staying closed when it should be open any ideas if these two things are related? I can't seem to get my mind wrapped around it and it's driving me crazy.

Hmm, sure seems like those two things could be related.
How's it act when it's not under a load?

Thats how it acts when it's under a load (in the water) or pulling, runs good give it full throttle, takes off then about 20 seconds later sounds like I gave it more throttle and opens up. I was thinking it was the secondary in the carb but after the problems I am noticing with the choke staying closed I am leaning towards carb problems not timing or anything else.
