Seems a like a strange spot to put them to me , but it sure is different.

Yes, a couple of models had them placed there. Similar to some old Formulas.

I have the z275 Cuddy and my pipes are in the same place. I have the 502 mag and it's loud with the pipes outside the water.

Yes, those are factory tips, in the factory location for that model. They used square ones previously (like the Formulas) as Rajjneef pointed out. I believe they went to the rounded rectangle tips like these and the ones used on the other models in the 98/99 year.
