Default Swim platform filling with water

First off I would like to say hello to everyone. I just joined the forum and decided to attach a question to my initial post.

I have a 1990 XLR2150 with an integrated swim platform. The previous owner decided to poke a hole in the platform cooler as well as underneath the platform. I have plugs for these holes but water continues to drain from the platform when I take out and remove the plugs. It does not look like it drains into the bildge but causes it to ride a little heavy. I have thought about plugging the holes but someone obviously put them there for a reason..... I would hope. One other item to note is I do have trim tabs as well.

My next step is to put the plug for the swim platform in when on the trailer and fill the platform with water and see if water is leaking in anywhere. Anyone had a similar issue?
