Lets see if i can decipher this post. If you are only hitting 35mph at 4800 rpm then you have a problem. You should easily hit 46-48mph with the 19" prop. Is the prop damaged? Is the hub in good repair & not slipping? I have a '96 with the same motor & originally had a 21" on it. It gave me 50mph top end but was terrible out of the hole, particularly with a wake-boarder in tow. Going to a 22" or 23" will likely make that situation worse on your boat.

stilletto may have to much rake for your boat. when repairing your prop make sure the diameter stays the same. go 4 blade and enjoy all around boating.
