If you're under noise restrictions, you're pretty much stuck with using an Mercruiser Captain's Call/Silent Choice or going with something aftermarket like:

IMCO Marine's Sound Advantage Exhaust System
This one's pretty cool, it allows you to fully adjust your exhaust completely rather than just routing it underwater, or out the thru-hulls. You can put 20% out the thru-hulls, and 80% out underwater, or any combo. It's not cheap though, much like ALL of the thru hull exhaust systems.

I guess the real question should be: If the lake you're on won't allow captain's call or thru-hull exhaust, then why would you want to put it on? It's eventually going to end up getting you ticketed or kicked out of a marina. Perhaps it's better to just save it for fuel instead.
