The lower set of snaps is for the optional mooring cover. Mine is showing it's age, but I love it! It covers all fiberglass exposed to the sun (above the rub strip) and keeps everything much cleaner than the bow and cockpit covers.
I definitely wouldn't allow snow to pile up on ANY top though! The covers are meant to shed water, not hold the weight of snow. It will at least stretch the top, if not rip it to shreds. I would suggest having it shrink wrapped if possible. If not, make sure you brush the snow off as soon as possible. I'd be worried about even 1 inch of snow on it - that's a lot of weight that it's not designed for.
I agree with Chris - 2 covers would trap moisture.
