I had the same problem with my boat. I had to replace the switch anyways (broken housing) but it turned out to be the two bullet connectors that connect the bow socket to the main harness.
Bulb looked new, had continuity, socket had continuity as well, followed wiring around the bow portion of my boat to see if a loose connection hidden somewhere. Man did my hand get scratched from the fibreglass. Went back to the bow socket, removed both connectors and "scratched them up with a screw driver" to remove some very light corrosion, test fit and played around till it illluminated and eventually it was working each time. I did however inspect the fuses and all seemed fine.
I should probably reopen up the light and apply some dielectric grease onto the connectors to protect them.
