Choke closing while racing the throttle

Been trying to figure out why my 7.4 bigs out at wide open throttle. Decided to do some checking today. Pulled plugs, all look good. Cleaned and regapped them. Set timing. Had engine idling (in the water) and disconnected the throttle cable. Raced the engine by hand and noticed the choke butterfly closing when I did this, then it would reopen as soon as I let go of the throttle. Is it supposed to do this?

By the way, the engine is a 1996 7.4 bravo 3 with a weber 750 cfm 4 barrel carb, electric choke

I never got a reply back on it. I'm probably the one who had the thread about the zip tie. I did it to mine and really don't have any issues anymore

In my day we would have used bailing wire. 😎
