You are correct, that sure looks like you are supposed to install it with the fuel bowl facing up. I found this image of the fuel pump installed on a reman'd 4.3L and it's bowl is definitely pointing upward. http://remanufactured.com/images/4.3...rightfront.JPG

That "bowl" is not to store gas but is the reservoir for the diaphragm. Make sense?
