Well speedo is usually just plugged I tend to disconnect it from back of speedo under dash and blow it out back wards it might just be something in the opening on the outdrive, you could pop out quickly though worth taking a alook first since it has been sitting. Gas sounds like a sticky float if not its the sending unit would be my guess.

The gas gauge might be a bad ground. Make sure it is grounded good and not corroded

Thanks everbody. My leg was plugged with a small piece of wood , which I drilled out and I cleaned the ground on the top of the gas tank, if that doesn't work I will try to remove the float and see what is going on. Thanks again for all the help.
