The engineer decided to install a new switch (having lifted it out the water and failed to adjust it). He actually cut off the old switch and installed the new one using water proof joints in the wires otherwise it would have been a very expensive job to remove everything and fit the full wiring.

Find a new mechanic. He should have replaced both sending units when he did the bellows. They are very easy to replace when it is all taken apart. Installing both the gauge and trim sending units might have added 1/2 hour to the job including connecting the new wires in the engine compartment. Splicing the wires is unacceptable, especially for a Merc dealer... They should know better!
