Default Steering wheel play.

So I have about 4 inches of play in the steering wheel during slow speeds...is this normal? How can I reduce this?

    Sort of normal. You can get play due to steel pin in aluminum housing. Can also get some slop due to pin at tiller and in the steering box. When they all add up you can have quite a bit of play. It is expensive to make like new.

    You can start by checking that the connection nuts at both ends of the steering cable are tight. After that it is basically replacing parts.
