Looks like a PCV valve. Positive Crankcase Ventilation valve. You should be able to pick one up at any auto parts store.

The operation in the video is correct. It is a progressive throttle which gives you better response at low load and then max air flow at high load. I would recommend you don't mess with it unless you remap your ECU.
