I'm pretty certain the circuit breaker takes it's power off the starter as one of those other wires connected to the solenoid. The battery goes straight there and power comes off that solenoid, so that is probably where the issue is. Check the wires coming directly off the solenoid, one or more may contain a fusible link which is basically just an area of the wiring that will intentionally short out to save the rest of the system, so you may see either a broken or melted section. Look for the red wire which powers the circuit breaker. see the diagram.

Bingo! You nailed it. It was the fuse on the starter. Thanks for all the responses. This forum is awesome.

So glad you found it, electrical issues can be a total nightmare. Back to boating before the season ends!
