Our 1999 boat didn't have the bimini top but has the mounts (three on each side).
I would like an eight foot length four-bow with stainless tubing and hardware. The online folks I have got in touch with seem to lack answers about if the pipes can be cut or any modifications. Looks like I could use some sliders so when the top is down, it will fit behind the four seatback cushions. Looks like if it doesn't slide or teliscope, the top will be super tall when open! Any suggestions on vendors would be appreciated.

My vote would be to engage a local canvas shop and get exactly what you want.

I would go along with Phlorida on that one. If you want it to be done right and fit correctly, have it custom made by a boat upholstery/canvas shop. The marginally higher cost will be well offset by far superior fit & finish.
