fuel gauge or sending unit?
 

I have gauge or sending unit issues, but not sure which. 1994 Z235, needle in gauge rest all the way down when key off, when key in on position the needle rises maybe 1/8 or 3/16 (just below the empty mark) of an inch and stays in that position.
I have checked and cleaned the connections on rear of gauge and sending unit. Any help how to diagnose which is failing?
