Carburetor rebuild aside: Sounds like accelerator pump. Did your rebuild kit include a new accelerator pump? After that: Next two suspects are dirty fuel filter or weak fuel pump, either of which can result in a low fuel level in the carburetor's float bowl.

Supposedly it was the accelerator pump was done also. I am taking it back to the guy who did it. Thanks for the help.

Re: throttle issues

Just so you understand: I'm saying the symptoms are those of a non-functioning accelerator pump. I'm not saying it is a non-functioning accelerator pump. I also noted two other causes for the same symptoms.

I'm just clarifying this before you get into a heated argument with the guy who rebuilt your carb :)
