Whining sound when key in run

I just got a 1994 Mariah talahari 200 with a mercruiser 5.0 MPI, when the key goes into run (the turn before actually starting) There's a loud whining sound that goes on for about 4 seconds. This same noise also starts up after starting the engine and seems to continue until it is warmed up, this is out of the water with muffs. The sounds seems to come from the lower back of the engine. The engine Idle is uneven when starting cold as well which may or may not be related.

The link below is an example of the sound when key is in run.

I just replaced the starter, the boat had been sitting for about 2 years before I got it.

Any help or suggestions would be greatly appreciated!

Sounds like a electric fuel pump. Could also be an idle air control valve if your motor is fuel injected.

If the sound comes from the engine compartment I'd bet a beer its just the fuel pump priming the system.
