My inboard engine wont go down. Not sure why or what I may be doing wrong

Your "inboard engine" ??? I'm going to assume you are talking about your 'outdrive'.

My first guess will be one of the two outdrive solenoids has failed. They are located behind your rear seats usually on the port side. Here is a link to a troubleshooter that should help confirm the cause of your problem and guide you in fixing it. Read it all the way through first before you start poking around back there.
