1995 talari steering issues

the steering on my 1995 Z200 Talari is very stiff, not sure if it can be fixed with maintenance or if I need to replace helm and cable.

Replace it

As part of the replacement procedure, you have to disconnect the cable at the transom steering lever. It's fastened with a clevis pin and cotter pin. I would do that and then see if it is still stiff before buying a new set.
Also, are you sure the power steering is working ok?

Thanks to both of you, helpful info. As far as power steering, the steering is stiff even at low speeds or engine off, and my understanding of the power steering system (which may be incorrect) is it only kicks in at high rpms when boat is on plane. i did find out it is a teleflex mercruiser steering helm and cable system. i will do the disconnect from transom and see what that does.

My boat is fairly now to me too, but I don't think the power steering has no effect at idle speeds. I can turn the wheel very easily at idle; it's very much harder when the engine is off. Disconnection will tell you whether the cable is at fault. By the way, Teleflex is now owned by SeaStar.
